If you want Mojave the DDR5 versions need the Nvidia Web drivers.
I think that's true only for High Sierra - on Mojave they use Metal and work oob.

2. Is there any way to control better the CPU fan
1.Fan not silent but reasonably quiet - my advice to people who ask is that unless you go fanless your brain gets used to the noise no matter how quiet or loud it is. I spent close to £200 on parts to try and silence my Windows PC and wasn't satisfied. (Although others have said they thought it was off when it wasnt).
2. There might be a way to control the fan thru software (either by BIOS patching or FakeSMC plugins) but cant advise on what's required. You can insert a switch between the fan and motherboard - a simple on/off toggle switch (on the red line probably) will do it. Or get a separate fan system with its own controls and wire that in. Note your motherboard connectors are 5 pin and pwm so you will need to change or rewire the current fans to fit any new system.

Even if it's true, the GDDR5 versions aren't a good choice. They cost about 15-20 dollars more than DDR3 versions of the 710 so why not just get a GT 1030 with 2GB of DDR4 vram for a few dollars more than that ? With a 1030 you at least get graphics significantly better than the Intel Integrated graphics. Amazon sells the GT 1030 2GB DDR4 version for about $67 so why buy a 710 for 51 to 60 something dollars instead ?

Here's the differences between the two cards for those into numbers:
GT 1030 is on the left side. GT 710 on right. With a GT 1030 you can at least do some basic E-Sports type gaming.

I generally go for the cheapest 2nd hand 710 I can find on ebay but that has included a 2gb ddr5 model (for £27). Id be interested to find out if the x16 versus x1 makes a difference but dont suppose the memory speed will effect it much. Does the 1030 work on Mojave?

Not yet. Still dependent on web drivers to work. I'm sure it can work if Nvidia and Apple ever come to an agreement.

Thanks for your feedback, where i bought it as well the DDR5 and DDR3 price difference is just a few bucks, that why I pick that up the DDR5 instead.

Depends on what connections you have on your monitors.
Have a look at post #2 of this thread. You'll see many options there.

Don't forget you've got two DP outputs on the back panel I/O that you can use for 2 monitor setups.
DP to HDMI adapters work well and are very inexpensive to buy.
