I would say try another PSU, or if you think Mavericks is the problem, try to install windows and see how it behaves. But IMO the problem is the PSU.

It's probably graphics.

I would try removing the graphics card - Reset the BIOS to optimised defaults and then boot with

-v -x

You can install the graphics card once you have installed Mavericks.

Graphics card wasn't installed. Only things plugged in:

PSU
CPU
CPU Fan
1 Stick RAM
SSD
HDD
2 case fans
Front headers
POST speaker
VGA monitor into mobo

I would have expected that to work.
Just to confirm, you did type it in exactly like that ? Boot flags are case sensitive.

Typed exactly like that. No spaces before or after, only spaces between the words.

That's odd - It looks like a graphics problem - Try :
-v -x GraphicsEnabler=No maxmem=4096

BTW how are you connecting to your monitor ?

You might try disconnecting the hard drive and just install to your SSD.

VGA monitor connected right into motherboard. Should I perhaps try a different monitor? I have an HDMI monitor around somewhere.
