Updated to 18G8012, too, now CPU turbo states don't work anymore. I'm stuck at standard frequencies both Clover 5129 and OpenCore 0.6.5. Restored 18G7016 from backup :(

I had a similar issue, it seemed Display Port was kinda frozen but it always worked fine.
I solved connecting my 4K display via DVI cable, when the system fully loaded I added the Display Port cable along the DVI, still nothing. Powered off, removed the DVI cable, booted the PC and the DP cable...

Uh.. You're right, my X58 boots fine without npci=0x2000 but X79 is another deal. Did you notice anything different after deleting those power management prefs?
Go to /Library/Preferences find everything named PowerManagement.plist (there should be more than one) and trash them all, you'll have to give your password, empty trash. Put the config.plist in attachment into your /EFI/Clover folder, restart and check it out.
