I never thought that this issue could be caused because of the existing efi partition on the disk. I can't check this,I only have one hdd and one usb stick(Hi, seems that I nearly got the same problem as yours. The only difference is that I'm using an internal NVMe SSD.
Someone told me that's because 10.13 cann't be installed on the same driver with Windows, but I doubt it.
Could it be caused by the existing EFI disk on the driver? Since few guys met this issue, it might be a long term battle to fix it.
