400W is just an estimate for PSU wattage. The RX560s never come anywhere close that much power draw. Some people run the RX560 LP on the 240W SFF HP PSU and have no problems with it. the rx570? Its compatible for catalina?

why have you placed all your kexts in 10.7-10.15 folder? useless, remove them all and only have other folder with your kexts

sorted order is wrong in config.plist

no need for files in acpi/patched folder to reach the installer

and you are probably getting the issue with not being able to install as you have unsupported hardware
