About the UHD 630, I tried your settings, but unfortunately I got stuck in the same place... Whatevergreen is indeed in /L/E... (the right one this time)

it might be best to resolve the RAM issue before resolving the UHD630 issue. The UHD630 allocates part of system RAM for video, so probably better to fix the RAM first.

Aight, makes sense. Thanks for all the help! I'll post updates when It's done. Maybe this is also the reason for my other malfunctions, since I followed some other guides to solve all my other issues and nothing was solved (and I believe I was pretty thorough).
 
In general, Vega cards are more difficult to setup than RX 580, but Vega runs much faster. From Apple's own website:

AMD Radeon RX 470, RX 480, RX 570, RX 580, and Radeon Pro WX 7100
Recommended graphics cards include the Sapphire Pulse series and the AMD WX series.

AMD Radeon RX Vega 56
Recommended graphics cards include the Sapphire Vega 56 and XFX Vega 56.

AMD Radeon RX Vega 64, Vega Frontier Edition Air, and Radeon Pro WX 9100
Recommended graphics cards include the Sapphire Vega 64, XFX Vega 64, AMD Frontier Edition air-cooled, and AMD Radeon Pro WX 9100.

The XFX RX 580 is not in Apple's recommended list. As I recall, the XFX RX 580 uses non-reference port layouts, which means that multi-monitor capability will be impacted. The Sapphire Pulse RX 580 is recommended instead.

One more thing, before I go and buy another set of DIMMs, is there a way to make sure that the DIMMs are the issue and not the motherboard/cpu?

Because the system does work, but with only half the memory, I would first suspect the RAM and then possibly the motherboard. @NoiseCoalition actually received 2 bad memory DIMMs. He used "memtest" to check each RAM module one at a time. But this might not tell you much about the missing half...

Thank you -- they are 8GB and 2400 MT/s. So MacOS has been reporting the correct values for both capacity and speed.

@IdoZ, regarding the UHD630 -- Because you're installing High Sierra, I'm not sure whether the platform IDs we're using here for Mojave are valid on 10.13. We're using:
  • Platform 0x3E9B0007
  • Device 0x3E9B and sometimes 0x3E92
I don't have Hackintosh experience with High Sierra...
 
Yes but the package and the stickers on the DIMM's themselves say something different...

I bought it from Amazon, and compared the number on the unit with the number of the product... and it was all meant to be two 16GB sticks of 3000MHz.
Either someone has made a mistake or you are the victim of a fraud.
