Could you share your AGPM dummy kext? I would like to give a try.
For AMD GPU only.

I use a null AGPM dummy kext for AGPM, remove all AGPM properties and let OS auto detect, work fine with my RX460 and RX570.
Never mind... I was using 1.2.0, Video Toolbox introduced in 1.2.2 - updated Handbrake and now TWICE as fast !!!
Yes, random freezes in FCPX, Adobe, etc. Not too often, but they always come after some time. Guys that are using the same method to enable HW encoding / decoding on Mac Pros 5.1 are reporting the same, and it seems more common for RX580 than for Vega(s).sometimes iMovie/FCPX will cause the scree freezing, did anyone has the same issue?
And that was with previous WEG and Lilu. Now we'll see is there any difference with new versions (released today - 1.2.9 & 1.3.6)Yes, random freezes in FCPX, Adobe, etc. Not too often, but they always come after some time. I have an interesting situation, I have hardware encoding/decoding active as shown...

I tried a few test encodes (H.264) full movies via HandBrake, and each movie took ~17min (YaY).
I did some more recently, and encode time is now ~35min (BoO)
Do you need to paste those two Terminal lines every boot? (defaults write... etc.)
Any help or guidance greatly appreciated. (does Handbrake even USE hardware encoding?)
Cheers.
EDIT: Using i7-8700 + RX 580 8GB + 16GB RAM...
Using iMacPro1,1 SMBIOS with Intel disabled in BIOS, and dummy141.kext installed.
