Following up on this - My graphics performance has definitely improved. I no longer dread opening a new tab in Safari. It just pops open as expected. However, my machine still freezes on occasion, so no extra joy there.

I solved this by creating a new install on an HFS volume. For whatever reason, APFS failed me. Lightroom, Photoshop and printer drivers all installed successfully.
