I wonder where display output is coming from? According to Dell there's GMA X3100 or a NVidia 8400M/8600M GS/GT.

This laptop is really way too old for such ambitious usage with Garageband in 2021. (IMO).
 
I was installing, and I got this screen.
Why wouldn't my machine be compatible with MacOS Mojave? The same CPU in macs can run Mojave thanks to Dosdude1 patcher, so why wouldn't it be possible in my case? There is no video card, the CPU does everything. It has 4GB RAM. The whole setup should be compatible with Mojave.
What can I do in the other case (USB disabled when booting)?
 
I was able to get GarageBand running fine on a mac of about the same age, and with only 2GB RAM.

what does it say in windows -> device manager -> graphics adaptors?

You are misinformed, your processor has no integrated graphics.
You may have graphics embedded in the motherboard chipset, if so they will be insufficient for a modern OS.
 
I know the Dell Inspiron 1520 very well. There is an edition with a (detachable) graphics card, which like you said is either a GT8400M or GT8600M, and there is an edition with no graphics card, the one I have.
 
I was able to get windows 10 running fine on it thanks to an SSD, and there is no information about the graphics. In CPU-Z, as far as I remember (I can check again tomorrow), it says Intel Graphics
 
I didn't check device manager, I will check that tomorrow, I don't have the computer next to me right now
