You can set the Titan to primary here:

I don't know why it's doing a restart for you when trying to load the installer. I'm hoping setting Titan to primary will help.

Edit:
When I tested my EFI on USB installer, it took a long time to load, but it did load properly without reboots.

You have 4 hard drives connected? That's not necessary or recommended during the install.
I did yes. That photo was from earlier. I removed the RAID as a variable. I really appreciate all the help I am getting here. Thank you.

I set that to Auto thinking that would activate the Titan. However, now I don't get anything displayed. Nothing out of the MOBO or the Titan.
Here were my options prior to switching it to Auto. I had it set to IGFX.

EDIT: After restarting the computer and making sure the cable was in the Titan before start up the monitor now has a signal.

This is how I have mine set.

I had it set the same way when I was using GTX 1080 and, now, with AMD Vega 56.

Mine matches yours for the most part. I have been mimicking and following your build as it is really close to mine and has fantastic notes.

Edit: Rebuilding my install USB again with new Clover update. Using @pastrychef EFI folder as well.

Getting ever closer. I went out and purchased an HD Docking station and installed High Sierra on it from my Mac in hopes that it would at least be seen. It is when Clover boots up. But when selecting the USB Icon and then opening the Disk Utility I only see the USB again. Running Terminal command I get only the USB and its partition. I am setting the Product name and Version to 14,2.

An alternate method would be to install macOS on to your Samsung 850 EVO SSD using your real Mac. Then install Clover to that SSD and transplant the drive back to your Maximus X Hero.

Not entirely sure on how to do that. I ran the Install on the SSD and then put clover on it. However, the BIOS could see the Drive but I could not boot off of it. I ran Clover Clover_v2.4k_r4428 which bogdanw shared.

Once you have installed macOS on the SSD, you can either (1) install Clover on it, (2) run MultiBeast to install Clover on it, or (3) install a known working EFI folder to it.

Clover r4428 was released yesterday.

Edit:
You could also boot from the USB flash drive and select your SSD at the Clover boot menu.
