Z87X-UD7-TH USB(ports) Power problems

Problem:
So to me everything works great (audio,GPU,CPU,Ethernet,etc...) besides the obvious problem in the title which is that it wont recognize USB Interfaces (xbox controller, wifi antenna long range) not all but some and other computers do it doesn't matter if its on windows or OS X it wont recognize it

Possible Solution:
My first thought was that it was the PSU but everyone i asked said it wasn't so then i thought maybe the BIOS so i updated from F2 to F3

Build:
MB: Z87X-UD7-TH
GPU: GTX 750 Ti
CPU: i5
HDD: 500Gb, 3TB, 1TB Hybrid
SSD: 120 GB
PSU: 550W

Any help or thoughts are appreciated!

couple things to look at:

check for usb legacy enabled in bios; also, check out this thread for more info on the usb ports:
