I have tried to do this by adding:

<key>Default Partition</key>
<string>hd(0,1)</string>

to org.chameleon.Boot.plist, however it seems to make no difference. Any ideas?

Hit the Tab key at the Chimera boot screen to get the actual disk/partition numbers. Usually hd(0,1) would refer to the EFI partition, probably not the one you intend.

it was 1,1 in the end and after a couple of reboots it magically booted to windows. I have to use the windows system partition for some reason rather than the actual c drive partition.

That is normal for a default Windows install. Boot files are on a separate 'System Reserved' partition.
