Mojave deactivated both of these features for the RX 400-500 series cards but left them working with Vega 10 cards. If there is a glimmer of hope here it is that the h265 HEVC is working.

Why 28sec on bruceX5k, mine is around 8-10 sec. UHD 630 + Radeon VII.

did you turn on your iGPU? iGPU is needed for Quicksync in FCPX to get faster render speeds. my EFI folder is attached.
