Do you have videoproc_ Converter_ 4K this tool? See if the hardware decoding is successful. In addition, under the item of igpu, add: device ID "9b3e0000".I've cleared NVRAM many times, also "cleared" PRAM. You can't really do the latter but I disconnected power supply for +- 30 min, pressing the start button for about 10 sec so that there is no power left in the PSU. Reconnected, rebooted and tried again... it's still not working

Just a question do you have a com.apple.bluetooth.plist in Library/preferences/ and ~/Library/Preferences/ByHost? I don't have these
update: I added the device id (tried 9b3e0000 but the iGPU ID of my processor is actually 0x9BC5, so I tried c59b0000 as well) but still no joy when booting MacOS normally
