pointing out there are several differences, you have been very adamant that in order to boot properly we follow your process precisely. Not trying to upset anyone or be difficult here, I am very eager and excited...
When the thunderbolt card is not installed you don't have an option to enable or disable it, it just does not show up in the bios.
That is why I do not have the option to enable/disable. It just does not exist to the mobo when the card is not installed.

Thank you, I really appreciate your help. I do have the thunderbolt card removed, only 1 GPU no other PCI devices, I have the proc, GPU, ram and Samsung NVME SSD Samsung EVO 950 1TiB nothing else. (maybe I get an X99A-II)

I'm watching it boot via 10.13 to clover and at the plusses I get the Q Code 61 on the mobo when it stops, I believe this is an NVRAM error but haven't found much documentation on it.
When booting into sierra installer on the other thumb drive, it reads 61 at the +++++++...

tried again with these changes, no luck same thing.
There is no onboard serial port on this mobo.
No go with EIST disabled either.
I get to the +++++ see quick flashes of the light on the thumb drive, then two slow heart beats and lights out. No love yet.
Here are the Bios settings for my 10.13 PB3/DP4 attempts:
Started with Load Optimized defaults.

The Sierra thumbridves are the two USB thumb drives, one 2.0, one 3.0 that I made following the previous Sierra thread to initially build the system.
I mention them because my BIOS settings still fully support booting off of the sierra installer with the previous set up.

could we start a thread or post here page by page 1701 bios comparisons? I'm absolutely stumped as to what is different in my setup, it has to be something silly and not obvious. I'm on 1701, using the same EFI and config you are you with the same tweaks sans overclocking...
I'm going to revert and refresh my BIOS, go through the whole process again as if it is a virgin system. I'll update soon. Should IO stay on the "a" version of the EFI or use the one from today?
Interesting... I wonder if there is something silly in my Bios, have you made any changes not outlined in the 10.12 o 10.13 guides?
The only difference appears to be the 6900X you are using and the 6950X I am using.
I did remove the card. You've put A LOT of time and effort into your build and documentation. I appreciate everything you've done and am following your instructions to the letter.

@Obecny When you get the opportunity, could you please upload your EFI folder that progresses past the +++++++ and successfully loads the installer.
