So FWIW, wiping out the EFI partition on the SSD and replacing it with a copy of the one from the HDD fixed it. Maybe some kind of weird incompatibility between the newer Clover and my crappy old motherboard?

added observations: I think the above is not 100% accurate. I'm not sure I actually had the clover installation on the old HDD booting up. The SSD has a newer version (4077 on the SSD vs 3974 on the HDD). Right now, with the SSD is back in the USB dock, if it is plugged in when the system boots...
