Same here, my GPU doesn't seem to have 100% load, but the GPU core at its maximum frequency.
It sometimes happens on boot and is rather annoying, but luckily it doesn't happen very often.

Edit: I have a single 4K display without WEG. I do have an AGPM enabler kext loaded though.

Ok mate, let me know how it goes! I cannot test it without Vega5KFixup (or WhatEverGreen) 'cause I got a 3 monitors setup.

This is what I think too.

Are you on 10.14.1? I'm thinking of updating to a 10.14.2 beta over the weekend to see if the problem goes away.

how do you derive that your GPU runs at 100% in IDLE?

Reference AMD Vega Cards have a GPU tach leds array which show how much GPU power you're actually using, as shown in picture attached to my originating post and highlighted here. Please keep in in mind I got a liquid cooled version of RX Vega 64 (a bit factory overclocked).
