Update Clover bootloader.
EFI folder -> config.plist -> RtVariables -> 0x67
Reboot.
Repair permissions (for example with Kext Utility).
Reboot.
Or fresh Mojave install.
Also you can use io80211family.kext from High Sierra.
Because TP-LINK TL-WDN4800 no longer natively supported in Mojave I think better choice is to buy another Wi-Fi Card which I did. Now waiting for delivery.

it worked for me. Only first you have to manually delete io80211family.kext and io80211familyV2.kext. put them on the desktop and run kext beast.You can try this:
