Pre-installed windows 8.1, wanting to dual-boot with OS X Snow Leopard disk that I purchased.

Hello, I'm new to this sort of tinkering with my pc. In fact, my current pc was my first build that I have ever done. I am completely lost on where to begino_O, but here is a list of what I have going on so far:

-I have my pc with Windows 8.1 already installed on a SSD and I have a separate 1TB HDD for extra space.
-I have the retail cd of Snow Leopard OS X

from there, honestly I'm lost on where to start. A little help for a first-timer?

EDIT* Added another 120 GB SSD to my system specifically for the OS X.

For your Haswell hardware you must be aware that there is no support for it in the SL kernel. SL will never boot from the HDD.

That said, use the guide http://tonymacx86.blogspot.com/2010/04/iboot-multibeast-install-mac-os-x-on.html to install SL, substituting iBoot Haswell for iBoot in the guide.
Install 10.6.0/3, whichever DVD you have, download the 10.6.8 update (combo), install it and reboot with the iBoot Haswell CD. Forget MultiBeast - it will not work. Go immediately to the App Store and download Yosemite. Follow guide http://www.tonymacx86.com/yosemite-...-x-yosemite-any-supported-intel-based-pc.html or http://www.tonymacx86.com/yosemite-desktop-guides/144426-how-install-os-x-yosemite-using-clover.html to install Yosemite.

If you install Windows in UEFI mode then you must use Clover as your boot loader

I ended up breaking down and buying a second 120gb SSD to put the snow leopard on. I ran into the issues with multibeast that you described, but i am having trouble accessing the internet or any network hardware for that matter. The mac os is not recognizing my network card. I am updated to 10.6.8, but with no internet access, I'm pretty stuck at this point.

Replace your WiFi card:

For right now, I think I am going to find a 10.6.8 approved USB wifi dongle. We will see how well that works as a temporary fix.

Also, with my R9 280 3gb by Sapphire what should I do to activate sound? I am getting an image, but no sound thus far.

BTW, the GPU is not supported in 10.6.8 - needs 10.7.5 at minimum IIRC.
First thing you need to do for your hardware is to install 10.10.3 Yosemite.
