Some conclusion about GPU OC if you are interested in:
After these tests I finally realized one thing, WebDriver on macOS doesn't support GPU Boost and perhaps has more severe thermal throtting and voltage limit. 1.57GHz is the max Boost I set in the vBios and 1.318GHz is my card's max freq without GPU Boost, Ironically, without voltage&thermal unlocked, macOS won't even allow the card to run at it's stock max speed due to voltage limit.
