I am not. I am booting directly from the m.2. Nothing is plugged in USB-wise other than mouse and keyboard

Weird... Make sure the kexts folder has all your kexts and that they are entered in config.plist > Kernel > Add.

The only kext I have different from the EFI download on page 1 is my own personal USBPorts. I'm thinking of doing a fresh install of Ventura. Would Migration Assistant be able to read a Carbon Copy Clone of the drive? or would a Time Machine backup be best?
 
Also, when I run the config from the downloads through OC Configurator I get this

I've never tried Migration Assistant with Carbon Copy Cloner images. I have used Time Machine with great success.

Thanks for the heads up!!

Dutchie2 found the fix to the Ventura 13.3 update problem... Change the following in config.plist:

config.plist > Kernel > Quirks > ForceAquantiaEthernet = Disabled
 
Please try this EFI.
This is what happens when I try this efi folder

With original EFI, and the above Quirk change, I'm still getting a bootloop
