Nvidia discrete card can't be turned off

Fan is another issue, nothing to do with gpu card on-off
If the GPU card is now OFF (as I suppose...) mark this thread solved.

There's some code related to GPU _OFF as _OFF will call PGOF and PGOF has EC related code which will prevent GPU is being turned off.
