I installed OS X 10.12 clean, then I updated to 10.12.3, then I installed the NVIDIA web drivers for 10.12.3.

The web drivers are selected and in the control panel it is also checked but it does not work. It is very obvious that it does not work because sometimes there are lines in places and all the GUI is slow and laggy.

I have tried reinstalling, I have also tried changing NvidiaWeb in config to false and then true again. There are no updates available so I have the newest.

Also this should be unrelated but I boot from my USB clover since I'm having trouble booting from the clover partition with my Asrock motherboard.

Make sure you don't have Inject/Nvidia/true and that you don't have nv_disable=1 in your boot arguments.

Inject Intel & nv_disable=1 were both active in the config.txt. I false/removed both and it works perfectly now!!

Thanks slimjim
