This is from the Mojave volume that I'm migrating the user account from.

I believe all those kexts ended up in the Catalina data partition's /Library/Extensions folder. I tried moving them to a "-disabled" folder, with no success.

Any Hackintosh-specific kexts should go in the EFI folder. Any installed by your hardware - such as the PACE* kexts - can be left in Library/Extensions.

If you move any out of the macOS volumes you need to rebuild your kext-caches and reboot.

Use Terminal command: sudo kextcache -i /

:)

Makes sense. However, those kexts in /Library/Extensions are what's currently on my Mojave volume (I can't boot the Catalina volume since migrating the user). I suppose I'll need to move the kexts on the Mojave volume, rebuild the cache, then recreate a clean Catalina install and try migrating the user again?

try deleting instead

Well, there's been good progress and success! I'm not sure what was the exact contributing factor but I was able to do a clean Catalina install and migrate the primary user account from Mojave, then just for kicks I started over, cloned the Mojave drive and then upgraded it to Catalina. Both methods worked.

I followed several of your suggestions:

1. Moved all kexts out of /Library/Extensions and into the EFI/CLOVER/kexts/Other folder prior to installing or upgrading.

2. Rebuilt kext caches.

3. Made sure the Clover install and all kexts were up to date

3. Unplugged all drives not directly needed for the install/upgrade

4. Removed the hp_io_enabler_compound.kext which is mentioned in several other threads as being problematic.

Somewhere in the process I lost Bluetooth on both the Mojave and the Catalina startup volumes. Card brand is a Chinese unknown, but it's a Broadcom BCM943602CS wifi card with Bluetooth, and both wifi and Bluetooth were working under Mojave before I embarked on this upgrade. Now only wifi works on both Mojave and Catalina and I get the Bluetooth icon in the menu bar as shown below. I've seen some threads about this and will try some of the patches before I open another thread.

Thank you all for your help!

hoping that you left the macOS system kexts in there and only removed the ones you put in there yourself?
