I'm stuck in the same place. I started an install last night on an ASRock z390 ITX board with i7-8700 and 2 NVMe drives.
What NVME drives are you using? Be aware if you're using Samsung Evo 970+ drives you will need to update the firmware. Its easily done in Windows using Samsung Magician :thumbup:

Thanks for the info! I am using Samsung 960 Evo drives, but maybe this will clue me in. I was able to work around it by copying my USB EFI folder 2 the boot drive EFI folder. So far that has been okay for my setup.

I booted from the USB drive and used clover configurator to mount both EFI partitions. I then deleted the EFI folder on the hard drive partition and copied the folder from the USB drive.

I should note that I just did this last night and have not done extensive amount of testing to see if things are all working, but I am able to boot.
You're my hero Ive been battling this for way longer than I'm willing to admit. lol

i got it:

1) mount EFI from USB
#sudo mkdir /Volumes/USBEFI
#mount -t msdos /dev/disk1s1 /Volumes/USBEFI (change to your device - look at "diskutil list")
2) follow instructions from this site
#download ASUS_ACPI File
#change to Download directory
#/usr/libexec/PlistBuddy -c "Merge ASUS_ACPI :ACPI:DSDT:" /Volumes/USBEFI/EFI/CLOVER/config.plist

Thats it.

Same issue here..
Excuse my ignorance, I'm brand new to here. I also have two seperate m.2 drives. One of them already got windows installed, the other one is brand new, haven't instal anything on it yet. I understand the part "mount EFI partitions". ----Then it seems like you have deleted the EFI folder from the EFI partitions which I just mounted ...----- then which folder have you copied from USB drive??
My USB mounts as "Install macOS Mojave" drive on my desktop and has 3 files: (EFI-Backups), (Install macOS Mojave), and (MultiBeast-11.3.0 Mojave-Edition). The only similar folder as you mentioned to copy is EFI-Backups which is an empty folder.
///
Now it works
So this problem probably is not because you have two m.2 drives. Although I have unplugged one of m.2 drives with windows on it, but the problem is still there, then the new verbose line merged me to the link below.--> The latest BIOS problem.

Hello All,

I've been trying to get OS X Mohave or High Sierra installed on my PC for two days now. Whenever i start the installation from clover, it gets this far and then stops completely (verbose in attached image)

"IOReturn IONVMeController::CreateSubmissionQueue(uint16_t, uint8_t)::2742:SQ index=1 entrysize=64"

Not really sure where to go from here, as I haven't been able to find anyone with the same issue online.

Thanks much!
Did you ever get this working?
