I also tried P1LGRIM's suggestion of turning off Intel Graphics and adding Whatevergreen and Lilu. Same panic.

I did not suggest that you "turn off" Intel graphics.

If you don't have the graphics card installed, boot and at the Clover boot screen :
Go to Options - Graphics Injection
Inject Intel
Platform ID 0x12345678

Boot.

This may allow you to boot with unaccelerated graphics.
 
Thanks for clarifying, P1LGRIM. Same result though.
BTW, my Platform ID read as 0x00000000
if that's meaningful.

Hi guys,

I wasn't able to figure out the exact cause, but I got to a workaround. I noticed that the Recovery partition on the drive with High Sierra drive was booting ok, so it wasn't an issue with APFS drives per se.

From there, using an external drive, I reformatted the boot disk and did a clean install of High Sierra. That booted up ok too. Then I ran Migration Assistant and restored from a Time Machine backup. When the restore was done, I was back to my original problem – exact same panic.

So I tried again: reformatted, reinstalled, and restored – only this time with Settings > Computer turned OFF. That did the trick.

So I'm up and running! Thanks for your suggestions P1LGRIM and Feartech!

Still having issues with the Radeon Pulse, but posting separately about that.
