Hi there.

I do not think the HD6450 GPU is a supported one, especially High Sierra.

I do not see any drivers in the AMD6000Controller.kext, which is Apple's native support for 6000-series cards.

Works with the EFI I attached.

1. How did you create the installation USB?
2.Have you tried running Windows 10 to confirm that the HP8200 is not broken?
