I feel like an idiot.
After all of that research and re-installing and other nonsense, all I had to do was plug the computer into the ethernet (kind of a stretch with how my system is set up). After signing into iCloud and the App Store with the ethernet plugged in then unplugging the ethernet, everything works fine over the wireless.
Soooo, before you start trying all the suggested fixes -- just plug in. Don't waste all the time that I did.
