Hi forgive my lack of technical ability and crude explanations.

I have a HP Spectre XT Ultrabook Pro trying to install High Sierra on.

Intel (R) Core(TM) i5-3317U

I get to the screen with the option 'Boot macOS Install from Install macOS High Sierra'. When I click enter to install I am left at the apple logo with the loading bar empty and it just hangs there. Anyone can help explain what to do in layman's terms?

Although you should read the FAQ for an overview of issues, the Clover guide is linked from the first question: "Q. Where do I start?", just after the bold face "Clover Guide".
