Cant boot mavericks without using Install USB

Hey guys windows basically tries my mac hdd before skipping onto the windows one. If I plug my mac install usb and then boot to that, it brings up a menu to choose a boot device, then from there I can choose the mac hdd and it works flawlessly. What is the issue? This is absolute hell trying to figure this out, I'd been stumped for months!

Assuming you have a bootloader such as chimera or clover installed on the mac HDD and you have windows installed on a separate drive, make sure the mac HDD has higher boot priority in the bios

I'll try that. Also how can I make sure chameleon bootloader is installed? I've run the installer several times over so I'm pretty sure it's in there.
