On this model of the video card, the fans stop when there is no load?

Have you tried switching the Bios specifically on the graphics card?

@Gigamaxx Here are my results from using the "Extreme" preset on my Asus ROG Strix 5700 XT:

Yes, the BIOS switch works in both settings. I'm not sure about the fans because my case fans are running, and I can't get under the card to see them. Ill check in a minute and edit this post.
