So this is now resolved.
I re-made the installation USB and installed a fresh Ventura 13.3.1 on a new 500Gb SSD. Migration Assistant did the rest.
Not sure what fixed it it the end, but a clean BIOS certainly helped.

OK, progress of a sort and maybe a clue.
I cleared CMOS with a jumper and reset the BIOS as per instructions.
I booted from the edhawk EFI and...same result.
But, I booted again and selected the M2 instance of Ventura 13.0 (that was inaccessible hithertofore) and have started installing...
Yes, I did. But I will check it again.
I'm going to reset the BIOS to factory and redo the recommended settings.
I was a bit suspicious of my BIOS but it (still) does run Mojave perfectly well.

But here's an interesting thing: it booted to a recovery volume that was on the M2 drive from the previous (failed) Ventura. I've left it re-installing, just out of curiosity.
Also, the last unsuccessful boot (from the M2, as well) put a panic.txt on the EFI volume...

Hi, I hope just a quick question.
I have built an EFI using OCAT and Opencore 0.9.1 and I have got it to boot (config in my sig) and it presents a list of UEFI disks (two).
When I select the USB as the target to boot, I get two errors:
OCB: Failed to load image - already started, and
BS...
Here's the latest. I re-created the M2 boot device on a newly formatted SSD by cloning (with CCC) the system and copying the EFI contents from the M2.
OpenCore booted from the SSD and I selected the M2 when the boot option were presented.
Same result, a boot loop.

I bought a Sapphire AMD 570 Graphics card and swapped out the GTX 780.
Ventura fired right up. No issues.
Kit is as per my sig.
