Sound like all you did is disabling hardware rendering since MacPro5,1 can only do software rendering. Hardly a solution unfortunately.

That's actually what I have tried as well. IGPU enabled (HD4600 in my case), ig-platform-id set for connectorless layout. h264 works then because it's handled by Quicksync from HD4600. But exporting HEVC/h265 causes the exact same freezes since it's running though RX 580. The very same setup...

I can confirm that the fans of the Sapphire RX Vega 56 Pulse are silent when idling with the current Mojave Beta. And they are spinning slowly with 10.3.6. I didn't find the correct configuration yet for error free final cut exports though.

The file extension (mov, m4v, avi, etc.) is only the container format, not the codec used. So converting to ".MOV" doesn't really mean much. MOV was used for all kinds of codecs back in the day. So far we are sure that H.264 video + AAC audio works and that's what Apple is using.

After a few days with my entire photos library deleted I can also confirm that this is the cause. No freezes since. I need to sync my entire iCloud Library now again and can then start to remove/add videos step by step. This will take a while.

I'm testing this now as well. I could see an issue there - maybe some old video I have in my 10+ years old collection that cannot be rendered correctly. Would make sense that this is some operation it's doing while idling. Will report back in a few days.

The described behaviour matches mine exactly and I'm also using a 4770K. The issue started definitively with Sierra. I didn't change anything with my hardware or Clover Configuration.
