Not. Frequency is nowhere close to idle, Power is 4x away from normal idle.
Last suggestion, fresh install.

I did a fresh mojave install, using same Plugintype method, IPG is working equally as the last photo attachment. Any last recommendations?. I appreciate all your help and patience

Did a MAS 10.14 Mojave USB Dongle, included Clover Build 4674 using defaults UEFI Only Drivers + ApfsDriverLoader + AptioMemoryFix64, installed on my ssd, created a new Clover Plist, all clear, except for the parameters that you can see in the attachment (Generate PluginType=YES included), i've added my kexts to L/E (FakeSMC, Lilu, AppleALC, WhateverGreen, NECUSBXHCI, RealtekRTL8111) and my AppleLPC Fixed Kext (pci8086,8c5c) to S/L/E (version 3.1 the same on 10.13.6 and 10.14), i've rebuilt kext cache, enabled trim and just did web browsing and installed common software until writing this.

a fresh mojave 10.14 install, or clean reinstallation from zero.
