ii.) Removal of HibernationFixup.kext from /EFI/Clover/kexts/Other/
iii.) Disabling of FredWst DP/HDMI kext patch in config.plist, as not required by Vegas.. must be enabled/adopted for Nvidia GPUs.

Anyone have suggestions about these cooling scenarios? I'd like to overclock as much as possible, my room is warm, and I'll be using a Fractal Design Define S case.

1. Noctua NH-D15 6 heatpipe with Dual NF-A15 140mm fans (costs about $100 plus cost to delid)

The Noctua NH-D15 will keep your delidded CPU at reasonable temps in stock clock settings (no sync all cores or overclock).
I am using an Noctua NH-C14S because of case size limitations for the cooler. This cooler keeps my delidded i7-7820X at temps up to 75°C in stock form when tasking it with prime95.
When applying even slight overclock or sync all cores the temps go up to 95°C and more. Although in spec i am not comfortable with these thermals inside my small case (NCASE M1). ;-)

I would therefore strongly advise to go the route of serious liquid cooling (EKWB) if you want to overclock as much as possible.
I would also suggest to stay away from basic AIO solutions as these do not result in (significant) better results than using a Noctua NH-D15.

My mobo is Asus x299 TUF mk1. 7820x cpu. 32GB ram corsair vengence low profile. GTX970 graphics. MX500 1TB ssd.

I was following the instructions to the T including BIOS settings.

What did I do wrong?

I solved using boot argument "UseKernelCache=0" on clover bootloader - the error seems related to the kernel cache allocation in RAM - Using this boot argument command once solved the issue in my case.

Well you did not attach your IOREG, but at first glance everything seems set as expected..

In clover boot screen you gotta go to option then in boot argument write UseKernelCache=0 then try to boot again
