First I would like to thank anyone who would assist me in diagnosing the issues I've been experimenting on my hack.

History: I built my system specifically on the guidelines of the buyer's guide in July of 2017. The system runs an i5-6600k, a z170-hd3 gigabyte mobo, rx 580(added later), and a 2TB FireCuda SSHD.

What Happened: It's been stable on sierra 10.12.6 up until my attempt on updating it to high sierra by downloading the installer from the app store and running the command: applications/Install\ macOS\ High\ Sierra.app/Contents/Resources/startosinstall --converttoapfs NO. I chose not to migrate to the new APFS due to my use of a hard drive, making no changes to my EFI. Attached below is a picture of the kernel panic I am currently experiencing.

Your Lilu.kext is out of date.

Download the newest version and install it along with any dependent kexts.

Thank you for letting me know about the out of date kext. How do you advise me change this if I an unable to boot into the system?
Boot with -liluoff or in safe mode (or both) or with your USB installer.

It booted! Wow! Thank you so much your a life saver! I will make sure to update kexts before upgrading so this doesn't happen again.

Spoke too soon... I messed around with some usb kexts to get my 3.0 ports working. Next the system started randomly crashing and now it won’t even start. Here’s a picture of the kernel panic!!!

Your image does not show a kernel panic.
I freezes on this screen and I don't know what to do. I've tried booting in safe mode and disabling a variety of kexts.

You might try booting from your USB installer.

Will give it a go when I get home from school. By the way, what do you think is the root cause of the issue *if* I were able to boot into the OS properly?
