the developers pay for a new release of Mac OS X?

i've a question.. the developers of Mac OS X have to pay for the new OS X?

OS X Developers have access to and can download copies of OS X while they are a paid developer. Once they stop paying the annual fee, they must purchase OS X as the copy they have is no longer valid or can be downloaded from the MAS.
