I'm sure you are, but we seem to be missing some vital information!
When you copy the EFI folder to the USB drive, you are copying it to the EFI partition on the USB, YES? i.e. you have to mount the EFI partition in macOS or Windows and copy the Whole EFI folder to the EFI partition.
When you select the USB drive as the boot option, after pressing F12, you are selecting the 'UEFI' named partition on your USB drive, YES? If not you are not selecting the EFI partition containing the EFI folder.
