Thanks for your suggestion; I did that, but it did not help. It looks as if Safari (9.0.1) is responsible for this problem. If I manually quit Safari, shutdown works. If I do not, "Shutdown" results in restarting. After restart, if Safari is not opened, Shutdown then works. I'll check out other apps to see if any others do this.
