1- Can i install mojave on this build?

no, you need a mac or a working hackintosh to create the installer

I have a very similar config with el capitan since 3 years and i was looking for upgrade to Mojave or Catalina.
You can probably install mojave or catalina ,the only issue is probably with your graphic card and your old mobo.I found a topic about issue with the Asus P8Z68-V PRO Gen1 and RX570 on another forum.
Do you have P8Z68-V PRO Gen1 or P8Z68-V PRO gen3 ?
I'm really interesting by your feedback. Thanks
