No GPU Power Managment

I am a complete beginner and a bit confused about these different GPU power states. As mentioned there are three of them for the 660. My applegraphicspowermanagement.kext is not loaded (tried MacPro5,1 with the following:

and the normal kext with iMac 13.1). In both situations my clock is like that: idle: 1,03GHz; load 1,10GHz and full load 1,15GHz.

Are these the normal clocks (idle is at 384 in Windows)?
How can I load the kext?

EDIT: I don't know if it has always been like this, but when booting up without any programs running, it is idling at 384, but when I open Safari or sth other, it stays at 1,03.

 
I think I now know why the agpm.kext is not loaded: there is a signature error preventing the kext to load if it is edited.

Posted the bug to apple, in a few weeks I'll know whether its a known issue or not.
 
anyone could try movist video player if this problem exist as in vlc?
 
BIG update!

here is my spec and everything I've done:

Gigabyte z77N latest bios available updated
DSDT.aml extracted from bios using DSDT Editor and patched with pjalm patches for my motherboard
SMBios.plist in extra folder created with Chamaleon wizard with system definition Imac 13,2
ssdt.aml created on my system definition enabling proper speedster for my cpu
latest version of chameleon official Trunk(version n.r2266)
latest version of hwsensors.pkg (6.0.997)
clean install of maverick from scratch

everything works!!!Vlc,preview,Diablo3 and path of Exile,Heven benchmark.....with every application gpu rise to higher state and then drop at the end......finally.....ONLY ONE EXCEPTION:

If I open Hwmonitor and click for the graph gpu get stuck and I can only reboot for recovering it,I can monitor the proper gpu throttling via temp sensor (without the graph section)in HWmonitor and watt-o-meter after my psu.

So -

I've looked, but can not find, how do I locate the info plist for agpm.kext? I R-click on the kext, show contents, and it is not there.

Googling turns up nothing.

Rather confused.
 
Just to bump this post since someone was wondering why not more users are complaining about it, I have a GTX760 and have the same issue. The issue was not there in Mountain Lion so I highly doubt its anything but a system bug.
This issue existed for me in Mountain Lion. When running Luxmark my GPU would lock at full speed even after the test was over and the app was closed. I'm using a 650 ti
