Did you ever find a fix to this? I am having the exact same issue - After updating to El Capitan, I can no longer add printers. The + button is active, but clicking it does nothing.
As a workaround, I ended up using the CUPS web-interface, which is built in to El Capitan.
To enable it, enter the following in your terminal:
cupsctl WebInterface=yes
And then go to http://localhost:631/admin
You can manage your printers now from this interface - I was trying to add a network printer so used the "Find New Printer" button, which located the network printer and went through a few setup steps. Once it was finished, the new printer showed up in the System Preferences printer dialog. While this is just a workaround and doesn't solve the immediate issue, it has worked for the time being.
