I am very confused that I want to make a cheap Hackintosh on the Asus B360M-A motherboard with the Intel Pentium Gold 8th Generation 5400 processor. So, Mojave will work on such a build?

Pentium CPUs are not supported under MacOS, and I don't think its CPU integrated graphics (UHD610) is supported either.

Recommend to change to an i3-8100 or better.

Yes, you can use any Skylake or Kabylake i3, i5 or i7 CPU with a supported motherboard. See the Buyer's Guide.
