I'm having the same issue and can find a way to get shutdown to...well...shutdown. nv-disable works but I can't run my computer with that setting. Have you tried that?

Nope, that one didn't do it for me, and of course unusable, as you said. But could it be a graphics issue? I see you're running a 7-series card too ...

Hope this could give you a help. I read this reply here and do exactly below steps and it fixes my shutdown/restart:

1. Download the attached file
2. Use CCG to mount EFI System file
3. Extract the zip file and copy dsdt.aml to CLOVER/ACPI/Origin

Try to restart/shutdown.

I was now actually able to solve this myself and totally by chance.

Recently upgraded to a Vega 56 and in order to get it running, I had to change my SMBIOS (more info here). Well, guess what, shutdown and reboot are working again!
