Yes, they aren't cheap even second hand refurbished. The HD4000 is good enough for a low cost budget build. Still fully supported in Sierra and beyond.
 
Its not a bad proposition at all I think. I like the smaller chassis too despite being an old design.
A 2.5" SSD +16gb of ram and an I7-3770 and these are really fast budget machines that make the 2014 Mini seem to perform like a tortoise. Slower than molasses in January as they say.

Has anyone got onboard HD 4000 on this smaller model working? I quite like this model over the 8000 i have here.

I installed Sierra 10.12.4 using an I3-3225 with HD4000 and it worked fine. Used a $1.50 DP to HDMI adapter and there was no problem.

Thats the chip id go with on a machine as small as this :).
 
If you want to use an I7-3770s in one of these getting one of the Noctua PWM (4 pin) 60mm cpu cooler fans to replace the stock fan is essential. Will only cost about 12-13 quid. Link is in post #1. Good idea even if you use the lower TDP I3-3225 in this.
