Sorry for the late reply. Yes I was able to solve the problem by checking off both Generate PStates and CStates in Clover Configurator as has had been suggested in the thread.
Although I had posted that I had already done this, I was not saving the file correctly and so the changes were not taking effect. Make sure that you open your config.plist in Clover Configurator and then save the changes that you make. Once I saved the changes in config.plist the CPU speeds went back to normal!
