Please introduce your Mouse and Keyboard to the readers.
You know them well.
We don't!
Are they the old P/S2 type? or
are they the Corded USB types?
Are they Wireless type?
Do they work through Blue Tooth?
Any make and Models with known issues?
Anything in your CLOVER or its config.plist that is incompaible with USB ports if the devices are USB.
Try removing and reinserting in the same or different ports to see if they work.

I knew you meant that you got a Lenovo USB keyboard and a Fujitsu USB mouse. You had tried all USB ports and still you could not get them to work on macOS High Sierra from Login screen.

What MacOS version you had before you tried to install 10.13.3?
Did the mouse and keyboard work in that MacOS?

• On reboot it finally reached the Login Screen of the 10.13.3
• USB Mouse and Keyboard would not respond when you tried to input your password.

Are ALL the above Correct?
If they are ALL correct, did you upgrade your Clover in your previous macOS Sierra System before attempting the System upgrade to macOS High Sierra10.13.3?

Do you know what Version of Clover you have in your macOS Sierra?
