FYI, to answer my own question, yes. The only thing you have to do is download the latest version of the installer, run it, restart and boom, now it boots in 1080P instead of 1024x768! It just works!
The Clover Boot screen and the initial Apple logo are still 1024x768 but now at 3/4th progress bar the screen goes black and switches to 1080P to finish booting. This is the same behavior as in Sierra boot.

- Unrelated: if anyone knows why the Unibeast USB can boot Clover in 1080P, but the installed Clover never does, please drop me a link.

The problem is that cards like the GTX 950 or 1050 never had native support in macOS. Writing drivers for those cards would be more than a full time job for anyone, even the most seasoned developer and would take many months of work. Whether they could even pull it off is not for certain. It's so much easier to buy and install a supported AMD card. Looks like you already have an RX 570.Then again, like I said, maybe I'm so code-deficient I'm missing something here as it relates to the actual creation of such drivers?
This is well expected as one of the original co-developers is dosdude1 who had done patches since Sierra. Those patches can work for most of older 64-bit Macs because they bring old drivers back and change the process to allow installing and booting, but they all have to be updated before performing a macOS system update. Those patches also never let Metal work.To pour some cold water on this.
This patch (and the Mojave patch from the same author, if it works) allows for some older graphics hardware to be used under Catalina (and Mojave) but Metal is not supported. So any software that requires Metal support will still not work with the old graphics hardware and if you need Metal support you will have to add (or replace) graphics hardware with Metal support.
And after a MacOS system update (e.g. 10.15.1 -> 10.15.2) the patch will have to be re-applied.

If so, I believe this patch is for really light use on a hackintosh running Mojave or Catalina only. (Hey, Tonymac, do you really plan to use a 8400GS long time with your i5 system even if it "works"?)
And it seems the patch may interfere with the operation of the OS (possibly render it unbootable)?
