Black screen

When i choose install macos from usb, it just goes in black screen, and never pops anything up
Can anyone help?

Complete stranger walks up to you in a store and says " I have a new car in the parking lot and it will not start. Can you help?".
With just that much info can you trouble shoot his problem?
