After 10.14.4 Update, RX580 Fans Ramp Up & Down Rapidly

The reason for this likely is that macOS runs the card at higher voltages than Windows. It's the same for Vega cards.

You could try tweaking your vBIOS but if you have no experience with that I recommend not to do this.

My card is a SAPPHIRE PULSE Radeon RX 570 ITX 4GB. It idles at 300mhz clock speed and 10-15W in Windows. However, these are the idle property values on 10.14.4:

And I haven't seen total power values under 30!! No wonder temperature keeps raising and starting the fans. Anybody else with a "zero rpm" card has the same issue?

Also please post the idle values for your card using the command above and also on windows so we can compare.

You could try tweaking your vBIOS but if you have no experience with that I recommend not to do this.

Even if you tweaked vbios this doesn't reflect in macOs

The fan stopping and spinning in regular intervals is driving me crazy

For most people switching to 10.14.5 beta or using the AMD drivers of 10.14.5 beta in 10.14.4 fixes the issue.

My issue is little diffrent ;
Fans stop spinning at all and only works when gpu is under load with temp. 50 degree and max spinning 21% even if the temps reach 70 or more the fan still 21 %
